The Organization
The Canadian Aquaculture Industry Alliance (CAIA) is the national association that speaks for Canada’s seafood farmers, representing their interests in Ottawa to regulators, policy makers and political leaders.
By production volume and value, CAIA represents over 95% of the aquaculture industry in Canada. Our members include large and small companies from both finfish and shellfish sectors, marine and freshwater operations, regional aquaculture associations, feed suppliers and other companies across the aquaculture value chain in Canada. Our fish farming and processing activities generate an estimated $5.16 billion in economic activity, $2 billion in GDP, and 25,000 full-time jobs for Canadians earning an estimated $1.16 billion in wages – mainly in rural, coastal and First Nations communities from coast, to coast, to coast. This young food production sector has tremendous potential for growth.
Position Summary
We are seeking a talented and committed Policy and Regulatory Affairs professional who is committed to working collaboratively. The ideal candidate enjoys the details of public policy and economic analysis, has experience in the development of federal government policy and regulations, and/or working with the natural resources/agriculture sector, and wants to see the aquaculture sector in Canada grow and thrive.
This position will manage all policy and regulatory issues, as well as member engagement through CAIA’s various member committees. The Manager position will work closely with the Executive Director on policy and regulatory strategy, outreach, and advocacy efforts.
Skills and Qualifications:
Required:
▪ Bachelor’s Degree in Economics, Political Science, Law, or related field. Candidates with other educational backgrounds, but experience in legislative and regulatory policy analyses, will be considered
▪ Demonstrated experience in policy and regulatory development and economic analysis
▪ Minimum of 8 years of work in a related field, with special attention given to working with the federal government in an analytical/policy position
▪ Ability to manage multiple projects and tasks to completion in a fast-paced environment
▪ Collaborative approach to work, and ability to represent organization at various public functions and committees
▪ Demonstrated experience taking initiative and working independently
▪ Strong communication skills, with ability to make complex issues understandable to a broad range of audiences
▪ Strategic thinker

▪ Good organizational skills
▪ Willingness to travel, on occasion
▪ MS-Office, particularly Excel, PowerPoint, and Word
Preferred:
▪ Master’s Degree
▪ Experience working with the aquaculture, agriculture, natural resources, and/or sustainability sectors
▪ Bilingual English/French
▪ Experience in the development and implementation of law and regulations
Key Responsibilities
• Analyze economic and production trends in the aquaculture sector, perform comparative analyses with other Canadian and international sectors, and provide data and analysis for CAIA to promote sector in Canada and abroad
• Lead the development of and analysis for CAIA’s annual Sector Performance report
• Lead on government-departmental consultations and sit on various government stakeholder committees
• Collaborate with regional aquaculture associations and companies to identify the top strategic issues and initiatives impacting the sector in terms of threats and opportunities
• Define areas of strategic action that are aligned with government priorities to support business objectives
• Raise the profile of CAIA within all levels of government to ensure a positive relationship, compelling them to seek our engagement and advice
• Develop a proactive engagement strategy and strategic dialogue to help mitigate potentially harmful policy or regulations with a long-term view
• Work as a senior strategic liaison with other industry associations
• Build and maintain effective relationships with key contacts in the federal (Ottawa) government
• Develop briefing and advocacy material to be used in meetings with stakeholders and government officials
• Identify and provide early warning to emerging issues and strategic and tactical leadership in managing response
• Mobilize members for effective engagement of DFO, CFIA, AAFC, Health Canada and various levels of Government
• Prospect outreach, especially as related to regulatory issues
• Travel to meetings or events, as required; may involve extended travel; willingness to meet with members and prospective members as required
• Other duties as assigned by the Executive Director
Remuneration:
▪ The range for this position is between $70,000-90,000 base pay, based on experience
